Integrating Energy Efficiency and Demand Response

Energy Efficiency (EE) and Demand Response (DR) are generally categorized under the "demand-side management" resource umbrella, although the resources meet distinctly different objectives. There are examples in today's market where the two are actively promoted as an integrated customer offering. Research establishes that integrating DR and EE can generate substantial value by increasing the overall demand-side resource potential while reducing overall administrative and implementation costs.
Advancements in metering and smart grid technologies afford additional opportunities for shared DR and EE technology platforms—thus minimizing resource costs and maximizing the savings potential through advanced monitoring capabilities, load control technologies, and measurement and verification applications. This panel will explore the objectives and benefits of integrating EE and DR as well as discuss several integrated customer offerings in the market today and the additional opportunities available with the advancement of smart grid technologies.

As Vice President of Regulatory Affairs - Western Region, Mr. Counihan leads the development of demand response opportunities in the Western states through regulatory proceedings and bilateral discussions with system operators and utilities. He has twenty-five years of experience in energy policy, energy efficiency, renewable energy, and the electric utility industry. Prior to joining EnerNOC, he was Managing Director - California for Ecos Consulting, where he managed the regulatory practice, developed a climate protection tariff, marketed critical peak pricing tariffs, and addressed various issues related to California's renewable portfolio standard and AB 32, the new climate change legislation. Before Ecos Consulting, Rick was Vice President of Programs and one of the founding staff of Electricity Innovation Institute (E2I), a non-profit research organization, and helped develop the Intelligrid initiative. Rick also held positions with Green Mountain Energy and Southern California Edison. In addition, Rick served as staff to the Energy and Commerce Committee of the U.S. House of Representatives for six years, specializing in energy efficiency and renewable energy issues, served as Staff Director of the Energy Committee for the Massachusetts Legislature, and worked for the City of Claremont, CA. Rick holds a Master's degree in Public Policy from Harvard University and a Bachelor of Arts in Economics from Pomona College.

Aloke Gupta

Mr. Gupta is a Senior Energy Analyst with the Energy Division at the CPUC. He focuses on the intersection of energy policy with emerging technologies, including Smart Grid, Demand Response, Energy Storage & Renewables Integration. Before this role, Mr. Gupta had an extensive career in semiconductor, networking and telecom industries, having worked at large companies (AT&T, Lucent, Agere) as well as VC-funded startups, where he held senior management positions in product management, marketing, and business development. He led interdisciplinary teams in launching new technology products and developing new markets and managed multi-product P&Ls. He has MSEE / MBA degrees from Stanford and Lehigh Universities.
Len Pettis

Mr. Pettis has over 35 years experience in engineering operations and energy management. He is a graduate of Maine Maritime Academy with a Master Mechanical Engineering, Bachelors Liberal Arts and holds a Chief Engineers license United States Coast Guard. Len is Chief of Plant, Energy & Utilities for the California State University System and is a champion of integrated building design, sustainable best practices and energy efficiency initiatives, overseeing the installation of 5 megawatts of photovoltaic systems in 2006 - 2008 with 17 megawatts planned for 2009 - 2012.
Ken Abreu
Principal Regulatory Analyst

Mr. Abreu is a Principal Regulatory Analyst with PG&E. He is responsible for Demand Response policy and planning work. He has over 30 years of wide ranging experience in the energy business. This includes leading the policy work on demand response and markets, major responsibilities in power procurement, engineering, R&D, fuels planning, energy efficiency and development of major new generation projects.
